Wheelie bins,roads and Council Tax

Many people have contacted me to complain about wheelie bins being left on the pavements 24/7. Rubbish then spills over during the week, which is unhealthy for everyone also makes walking along the pavement difficult for people with a puchchair or in a wheeled chair. Do you think those people that do not take their wheelie bins in at all should be fined?

Overton Park Road will be resurfaced starting on January 31st. work will take two days. This is the start of getting the roads in Lansdown repaired. What roads do you think are the worse?
